Every Agent Type, One Standard

The standard is not a headcount.

The seller choosing between three agents and the buyer who messaged six are both deciding on the same thing: who came back first, and who came back with something in their hand. Neither of them is counting desks.

A seller calling an agent has no way to know how many people work there, and no reason to care. What they find out in the first hour is whether the presentation arrived, whether the comparable sales were in it, and whether anyone asked what they actually need.
