Whichever fits the site. A terminal, a phone and a supervisor entry are all valid, and they all produce the same timesheet rather than three sources that have to be reconciled.
Break rules, overtime thresholds and rest periods are enforced by the schedule optimiser as it builds the roster, which is where a violation is cheap to fix rather than after the fact.
People, departments and pay rates import. Historic timesheets usually come across as records; open leave balances are the item that needs checking on cutover.
